James H. Merrill was born in 1816 in Washington, D.C.. Since so about 1840, James worked with his brother William in Baltimore as gunsmith.

In 1860 Merrill sold 100 altered Jenks-Karbines to the Ordnance Department which returned them immediatement due to poor workmanship.

He altered 1400 Model 1842 muskets as well as Model 1816 flintlock muskets and Model 1853 Enfields to the Merrill system (breech-loader using paper ammunition).

Trial of some Merrill guns in 1860 in the earlier one his guns did not conconvinced. However, in an other trial hold four month later they were praised. Most likely as Major Robert E. Colston, responsible of that second trial disliked metallic cardridges as used in the Burnsides or Maynards.

Is believed having manufactured the T.J. Stafford single shot deringer
